As of June 18th, 2019, a new Caregiver Pilot has been introduced that will allow eligible candidates to apply for Permanent Residency and Work Permit simultaneously. 



Hiring from Inside Canada

  • LMIA application is required. 
  • Following a positive LMIA, a work permit application may be submitted.


Hiring from Overseas

  • Applicants must apply through the pilot program for a work permit if working outside of Quebec. 
  • No LMIA application is required.
  • Fees and applications for PR and Work Permit of Principle Applicant must be submitted at the same time. 
    • Please note: As of the present, applications for the open work permit/study permit of the spouse and children must also be submitted at the same time. 
  • Approved applicants will receive an occupation-restricted open work permit; final decision on PR will be made once proof has been sent on 24 months of eligible Canadian work experience 


Eligibility Requirements


With 24+ Months of Work Exp.Less than 24 Months of Work Exp.
  • CLB 5 in English or NCLC 5 in French
  • Canadian one-year post-secondary (or higher) educational credential or foreign educational credential and an ECA report
  • Work experience must meet lead statement of occupational description of NOC 4411 or 4412
  • Demonstrate ability to perform work
  • Valid job offer
  • CLB 5 in English or NCLC 5 in French
  • Canadian one-year post-secondary (or higher) educational credential or foreign educational credential and an ECA report
  • Valid job offer
  • Demonstrate ability to perform work (previous experience should meet lead statements of NOC 4411 or 4412) 
  • Be admissible to Canada

Government Fees

  • All temporary resident fees (work permit/study permit) must be paid separately from PR fees
  • Both fee receipts must be submitted with the paper application.
  • Permanent Residence Fees
    • Application Processing Fee: $550
    • Right of Permanent Residence Fee: $490
  • Work Permit Fees
    • Work Permit Fee: $155
    • Open Work Permit Holder Fee: $100
  • Biometrics
    • $85 per person, $170 in total for family
